It frequently is, but not always, and the two are worth separating before spending money. Slow queries, missing indexes and lock contention are common causes; so are application-level issues that merely look like database problems. We measure first and then recommend, because adding hardware to an unindexed query is an expensive way to buy a small improvement.

Relational databases remain the right default for data with clear relationships and transactional requirements — which is most business data. NoSQL earns its place for high-volume, loosely structured, or heavily denormalised workloads. Plenty of systems sensibly use both for different jobs, and the choice should follow the access pattern rather than fashion.

Near-zero downtime is achievable with replication and a short cutover, but it costs more in setup and testing than a planned maintenance window. We would rather ask what an outage genuinely costs you and then design to that, instead of engineering to zero by default.
